In 2017, Montgomery County declared a climate emergency and set an ambitious goal to cut greenhouse gas (GHG) emissions 80 percent by 2027 and 100 percent by 2035 compared to 2005 levels. With a vision of building a healthy, equitable, resilient community, the County released a Climate Action Plan (CAP) that provides strategies to eliminate GHGs and adapt to our changing climate, centered on racial equity and social justice.

Montgomery County’s CAP outlines 87 climate actions to achieve the County’s ambitious climate goals and proposes actions to directly reduce GHG emissions in the energy supply, buildings and transportation sectors. The CAP also highlights actions that reduce climate risk, address residual emissions and carbon sequestration, enhancing climate governance, and engaging the community as partners in climate action. To accompany the CAP, the County develops an annual climate work plan, detailing the initiatives planned for the upcoming fiscal year.
