EPA’s CO-Benefits Risk Assessment (COBRA) Health Impacts Screening and Mapping Tool is a free screening model that helps state and local governments estimate, monetize, and map the air quality and health impacts of policies and programs that reduce emissions of fine particulate matter (PM2.5), sulfur dioxide (SO2), nitrogen oxides (NOX), ammonia (NH3), and volatile organic compounds (VOCs).
